Activity Description

Over the last few decades, there has been a growing awareness of how traumatic experiences can significantly affect health and well-being. The System of Care approach is an organizational philosophy and framework that ensures collaboration across agencies and families and actively incorporates the child or youth at the center of treatment planning. It is designed to meet the needs of children and families for the purpose of providing access to services and support for children, youth, and families. This activity will describe systems of care and their role in trauma-responsive service delivery, common barriers to successful outcomes and the importance of improving quality of care for children and youth in the foster care system.

Learning Objectives
At the end of this educational activity, participants should be able to

  • State the principles and core values of a system of care approach
  • Discuss how collaboration between the breadth of participants in the physical and behavioral health and child welfare systems can improve outcomes for children, youth and their families
  • Describe the importance of having trauma- and resiliency-informed components in a system of care model
  • Discuss strategies to provide effective trauma-related services within systems of care for different cultural communities based on cultural values
  • Identify best practices for maximizing and sustaining collaborative efforts within systems of care

About the Presenter
Dr. Friedman is a Clinical Psychologist who received his B.A. from Brooklyn College and his M.S., and Ph.D. degrees from Florida State University.  Dr. Friedman was employed at C.W. Post College, the Tri-County Youth Services Bureau, and the Institute for Behavioral Research before moving to Tampa in 1976 to join the faculty at the Louis de la Parte Florida Mental Health Institute, University of South Florida (USF).

At USF, Dr. Friedman has held several positions including serving as Chair of the Department of Child and Family Studies from 1991 through 2006.  Dr. Friedman was also Principal Investigator for the Research and Training Center for Children’s Mental Health from 1984 through 2010.  This Center was one of two federally-funded centers in the United States focused on developing and disseminating knowledge to improve services and outcomes for children with serious emotional disturbances and their families.  Dr. Friedman retired from USF in 2010 and is now a Professor Emeritus and independent consultant.

Dr. Friedman’s areas of specialty have been children’s mental health services and policy, development and evaluation of systems of care, and creating alternatives to residential treatment.  He is perhaps best known for co-authoring, along with Beth Stroul, a monograph on a system of care for children with emotional problems that has become widely used throughout the United States and internationally.  Dr. Friedman has consulted broadly across the United States, has received many honors and awards, and has published over 85 articles or chapters and made over 180 presentations at professional conferences.

Dr. Friedman has served on numerous local, state, and national boards, including the Planning Board for the Surgeon General’s Report on Mental Health, the Advisory Council of the Center for Mental Health Services, the USF Collaborative for Children and Families, and several workgroups of the Child, Adolescent, and Family Branch of the Center for Mental Health Services.
